Custom balance not showing in Payroll Balance Report

How do I show a custom balance in the Payroll balance Report ?
This is for US Legislative Data Group.
All dates are as of 1-Jan-2023.
I created a Balance called GP33 Allowances.
Added dimensions as shown in screenshot.
Added the Pay value of couple of elements (Food Allowance, Housing Allowance and Travel Allowance) as Balance feed.
Ran the Generate Run Balances report for the new Balance.
Semi Monthly payroll successfully ran for 1st 3 pay periods of 2023.
Ran the flow "Run Payroll Balance Report". The report shows many balances including the individual pay elements which are added to the custom balance but the custom balance does not show.

The setup exists in the 1st Instance URL in the dashboard. All setup starts with GP33.

Any help ?

in the section one of the course i do not see the trainer explanation on consols but in the excel he mentioned as discussed. can you please confirm if the videos are full and are updated if anything oracle has added recently.

Eligibility profile for Element in Oracle time and labour

After creating an element called "Regular Hours" 3 other elements gets created such as Regular hours, Regular hours calculation, Regular hpurs results, Regular hours restroactive. As per the course we need to give a name to element eligibility and submit it. I need know why that is done and what happens if i dont do it. What is the purpose of doing that

I have a requirement of selecting one plan option should show another plan, so basically its inter-dependent plans from different plan types.

Need to restrict Users from viewing/running reports of modules other than the roles given to them

There is a requirement from the business to restrict the user from viewing reports other than their domain. eg. GL related reports should be seen to users with GL roles access and similar for AP, AR, FA and CM. How should I enable this? As the users are still able to view different reports.
