"File Import and Export" process not generating process id Doubt

I am trying to load Segment values and hierarchies in fusion financials. I have a zip file with required data. I went to "File Import and Export" and click on (+) to upload a new file. Click OK. Even after an hour no Process ID is generated for it.

If you query for Processed = "No". You will find it at the top. Dated 16/3/2016 10:08 PM.

Please help!
