OIM/Navigator - Manage resources menu

What is the purpose of Manage users in Manage resources menu? As soon as we click on this navigation, Setup & maintenance screen is getting opened. If we search for 'Manage Users' role in All tasks options then we should have OIM screen however system is not going further.

    It is for creating the employees when HCM is not being implemented. This will also create the user ids in OIM.
