In Part 1, we explored the foundational aspects of managing the workforce lifecycle in Oracle Fusion HCM, including creating and maintaining employee records. Now, we will learn about the processes for transfers and temporary assignments, focusing on how line managers can effectively relocate employees while maintaining their work relationships. We will also cover the actions available for managing these transitions and the implications for employment terms. 

Transfer 

A transfer within an organisation refers to the relocation of an individual under the same legal employer, such as moving from Edmonton to Calgary in Canada. As a line manager, you can initiate transfers for your direct reports using a straightforward transfer process. The work relationship remains the same during a transfer only the current assignment may need adjustments. You can utilise the following predefined actions for processing transfers and temporary assignments: 

  • Transfer 
  • Global Transfer 
  • Temporary Assignment 
  • End Temporary Assignment 
  • Global Temporary Assignment 
  • End Global Temporary Assignment

Transfer: This is the movement of an individual within the same legal employer. 

Temporary Assignment: This refers to a short-term transfer, like a temporary secondment to a different department during the department head’s absence. To finish a temporary assignment, you trigger the End Temporary Assignment action and set a return date. The temporary assignment will end, and the original assignments will automatically reactivate on the designated return date. 

Global Transfer and Global Temporary Assignment: These actions are used to initiate a transfer or create a temporary assignment in a different legal employer. To terminate a temporary assignment in another legal employer, use the End Global Temporary Assignment action, which will automatically reinstate the original assignments in the source legal employer on the date you specify. 

Processing Transfers 

When transferring an individual within the same legal employer, the work relationship remains intact, and any necessary adjustments are made to the current assignment. If the individual being transferred has additional active assignments, those will be terminated, and their status will automatically be updated to Inactive – Payroll Eligible. 

If you are using employment terms, you can choose to either transfer under the same terms or establish new ones. Creating new employment terms will terminate the existing set along with their assignments, which will also default to an Inactive – Payroll Eligible status. You can prevent specific assignments from being terminated by deselecting them, allowing those to maintain their original statuses. However, you must keep at least the primary and current assignments selected. 

Processing Temporary Assignments 

When establishing a temporary assignment for an individual within the same legal employer, the work relationship remains the same. If employment terms are utilised, you can either use the existing terms for the temporary assignment or create new ones. If new employment terms are established, the current set is suspended. Consequently, the current assignments within the work relationship are suspended and automatically categorised as Suspended – Payroll Eligible. 

You can override this default by deselecting specific assignments that you do not wish to suspend, allowing them to keep their original statuses. Once the temporary assignment concludes, the suspended assignments will reactivate. 

Processing Global Transfers and Temporary Assignments 

A global transfer involves moving an individual to a different legal employer, such as relocating an employee from a UK subsidiary to a US subsidiary. Conversely, a global temporary assignment refers to the temporary relocation of an individual to another legal employer, such as a US employee temporarily seconded to the UK. To conclude a global temporary assignment, you initiate the End Global Temporary Assignment action and specify a return date. This action will terminate the global temporary assignment and automatically reinstate the assignments in the original legal employer on the specified return date. 

Terminating a Worker 

When workers or nonworkers leave the organisation, you need to terminate their work relationships. To end all assignments linked to a work relationship, you should terminate the work relationship itself. You can use the Manage Employment page to conclude an individual assignment; however, if there is only one assignment, you must terminate the entire work relationship. In cases where a person has multiple work relationships, you need to terminate them one at a time, keeping the primary relationship until the end. 

Upon termination, any associated employment terms and assignments are automatically ended. The work relationship, along with its related employment terms and assignments, will be marked as inactive the day following the termination date. Both the legal employer’s and the enterprise’s service periods will conclude on the termination date, and the individual will then be considered an ex-employee or ex-contingent worker for that legal employer. To establish a new service period, you can rehire the employee or renew the contingent worker placement. By default, the person’s user access and roles are revoked after the termination date, but you have the option to revoke access sooner, once the termination is approved. 

Payroll Termination 

When utilising Oracle Payroll, a notification is dispatched to the payroll administrator regarding the termination. The administrator is then responsible for carrying out the necessary tasks to finalise the payroll termination. 

Conclusion 

Transfers and temporary assignments allow for the relocation of individuals within an organisation while keeping their work relationships intact. Line managers can easily initiate these processes, ensuring smooth transitions and effective management of assignments and employment terms. Upon termination, all related relationships and assignments are updated, facilitating seamless rehiring and continuity of service.
