We can automate HDL by two ways
1) Use Java class to invoke HDL by help of SOAP web services. Please use the following document for your reference.

Oracle HCM Data Loader: User Guide (Doc ID 1664133.1). In attachment section of this document you can find a guide for automating HDL. You will need credential at support.oracle.com to access this document.

2) Use HDL Di tool and windows batch program. The work structure flat files can be placed on a server. Window batch program will pick the file from server and will invoke HDLdi tool. HDL di tool details can be found at support.oracle.com
