Responsibility and Security: Make sure you are using the appropriate responsibility that has the necessary privileges to create tax rules. Sometimes, access restrictions might prevent you from seeing certain values in the list.

Operating Unit Context: Check if you have set the correct operating unit context. In Oracle EBS, the operating unit context determines which data you can access or modify. Ensure that the operating unit you created the tax for is set as your current operating unit context.

Refresh List of Values (LOV): The list of values may not be showing up due to caching issues. Try refreshing the page or logging out and logging back in to see if it resolves the problem.

Check for Errors: If there was an issue while creating the tax, there might be errors that need to be resolved first. Navigate to the tax setup or tax creation form to check for any error messages or issues related to the tax you created.

Check Tax Status: Ensure that the tax you created is in an Active or Enabled status. Inactive taxes may not appear in the list of values for tax rules.

Check Data Availability: Verify that the tax you created is assigned to the appropriate tax regime and tax jurisdiction. If it is not assigned correctly, it might not be available for selection in the tax rule setup.

Check Tax Rule Conditions: Some tax rules might have conditions set based on specific attributes like item category, location, customer, etc. Make sure that the conditions defined in the tax rule are met by the transactions you are testing with.

Application Patching: If the issue persists even after trying the above steps, it's possible that there might be a bug or issue with the application. Check if there are any relevant patches or updates available from Oracle support.

If none of the above steps resolve the issue, it's recommended to involve your Oracle EBS support team or functional/technical consultant who can look into the specific configuration and setup of your instance to diagnose the problem further.

For that particular operating unit I created 9 taxes and 8 taxes are visible in list of values but the remaining tax is not appearing in list of values while creating tax rules

Inactive Tax: Check if the missing tax is in an inactive status. Inactive taxes are typically not displayed in the list of values for tax rules. Make sure the tax in question is active.

Date Effective: Verify the date-effective ranges of the taxes. If the missing tax has a future start date or an end date that has already passed, it might not be available for selection while creating tax rules.

Tax Status: Ensure that the tax in question is in the "Active" status. If it is in a "Disabled" or "Inactive" status, it will not appear in the list of values for tax rules.

Tax Rule Conditions: Check if there are any conditions set in the tax rules that could filter out the missing tax. Tax rules can be configured with specific conditions, and if the conditions don't match the missing tax, it won't be displayed in the list.

Operating Unit Context: Double-check that you have set the correct operating unit context when creating the tax rule. If you are using multiple operating units and didn't set the appropriate context, it could lead to the missing tax not being available.

Security and Access: Verify if the responsibility you are using to create tax rules has proper access and security permissions to view all taxes in the operating unit. Access restrictions might be preventing the visibility of certain taxes.

List of Values (LOV) Cache: The missing tax might not be showing up due to caching issues. Try refreshing the page or clearing.

These are the possible options we can try
