If the Configuration Package completed with errors and only a couple of objects have errors. Can you still import the file with "Completed Successfully" objects and manually enter the configuration for the failed objects?

This depends on the components here. If these components are not dependent on failed ones then those can be uploaded separately and rest can be created manually but if these components are dependent on each other then the system will not import individual components which are dependent on another failed component.
