Introduction

In this article we will try to understand the meaning of a Global Transfer in the pretext of Oracle Fusion HCM Cloud, along with a use case example of the same.

Global Transfer, in the most simplified way, may be defined as a movement/transfer of an individual permanently of one employee from one Legal Employer in One Country to another employer in a different country. For those from a EBS (E-Business Suite) background, consider this to be a change in Business Group. While in EBS a Global Transfer was generally effected by terminating the employee record from the first Business Group (referred to as the source i.e. where from the employee is getting transferred) and creation of a new employee record in the second Business Group (referred to as target i.e. where to the employee is being transferred) the same is effected in a slightly different way in Fusion. There is no termination which needs to take place but rather a new work relationship record is created with the new employer.

Technically speaking, a global transfer is the transfer of a person to another legal employer (transfer of an employee from a UK subsidiary to a US subsidiary, for example). A global temporary assignment is the temporary transfer of a person to another legal employer (for example, a US employee sent on a temporary assignment to the UK). To initiate a global transfer or temporary assignment for a person, select the Manage Employment task in the Person Management work area, update the assignment, and then select the relevant transfer action from the Actions list.

When we transfer a person to another legal employer, the source work relationship is terminated automatically by Oracle Fusion HCM Cloud using the default values. We create a new work relationship in the destination legal employer. The existing set of employment terms and assignments in the source work relationship are terminated and their status is set to Inactive- Payroll Eligible by default. We can override the default by deselecting the assignments that you do not want to terminate; these assignments retain their original statuses and the work relationship is not terminated. We can deselect all assignments except the primary assignment and the current assignment.

There are a lot of data changes which take effect when a Global Transfer process is initiated. We would try to understand the same first from a theoretical point of view, taking a specific scenario, and then perform a Global Transfer in the application itself to get a feel of the same.

So, as a first part let’s learn how to transfer a worker followed by the impact this transfer has on employment data.

Scenario

Nicole Williams is a nurse with a health-care company, Fitness First Healthcare in the UK. She works as a nurse in Archer Hospital and is now being transferred to Fitness First Healthcare in the US.

Impact of the Transfer on Employment Data

As a result of the above transfer the following changes would be observed in the Employment related details of Nicole:

1. The HR specialist for the US legal employer performs the transfer after obtaining access to Nicole's information.

2. The Archer Hospital work relationship is terminated automatically and the HR specialist creates a new work relationship in the US legal employer.

3. The Nurse employment terms and the Nurse assignment are ended and the HR specialist creates new objects in the US legal employer.

4. A notification of the global transfer is sent automatically to the Payroll Administrator, who then completes the tasks for transferring Alice to the US payroll.

So, this is in detail about what a Global Transfer is and the different decisions to be taken while performing such a transfer, and their corresponding effects on employment data.

Now we will try to perform a Global Transfer in the application and understand the various steps involved in the same.

Global Transfer: Example

As a first step we would need to login to the application with a user with Human Resource Specialist role (Robert Jackman for this example).

Navigate to Person Management (Navigator>My Workforce > Person Management)

A mouse-click on the ‘Person Management’ screen would take us to a search window where we need to search for a specific individual (Frank Adams, Person Number 1944)

If you click on the Worker’s name under the Heading ‘Name’ it would open up the Employment Detail (Manage Employment Page) page. In order to initiate a Global Transfer, we would need to click on the Edit button (on the right-hand side besides the assignment sub-section) and choose the 'Update' option.

Choosing the ‘Update’ option creates a new date effective entry in the system and ensures that the changes we are about to perform should affect after a particular date.

The ‘Correct’ option on the other-hand allows us to make changes on the current record (the one which is displayed on the screen).

A Global Transfer action is different from a normal assignment change action and you will notice that the moment we select the same a new field ‘Destination Legal Employer’ is also visible. This field needs to be populated (is mandatory) and would list all the legal employers, except the current legal Employer (the legal Employer value of the current record of the employee).

Once we click on the same it would open a new window and we would need to populate the following information:

Copy Primary Assignment Data’ ensures that all the basic assignment fields are auto populated from the current assignment record to the new Global Transfer Assignment record and there is no need to re-enter the same details again. In case there is a need to modify some of those details we may choose the ‘No’ option and populate all the fields as required. Once we confirm the details by pressing the ‘OK’ button a new popup window will appear which would give us an option to the assignment status, by default, the same is set to ‘Inactive – Payroll Eligible’.

A mouse-click on the ‘OK’ button would take us to a new screen.

At this stage, do take a moment and verify that the Action is Global Transfer and the legal Employer (Spain Legal Entity) is correct and as per the details provided in the previous step.

Here we have an opportunity of modifying any details like changes in first name, last name or local names in case there is a need. In case all appear well we should click on the Next button and it will take us to the next train stop (Personal Identification).

We can make changes related to personal details, like address, phone details, email address, etc., here. Once done, click on the next button to proceed to the next page.

This will take us to the Employment Information section where we need to provide the new employment details, like job, position, grade, working hours, and so on. In a nutshell it is like creating a new work relationship record and it does make sense that we actually are creating a new Work Relationship with a new employer with the only difference being that the employee record already exists in the system and he/she is starting a new employment record.

Assignment Screen:

Moving on from here we would click on the next button and it will show us the roles assigned.

We could observe that the ‘Employee’ role is assigned automatically (via automatic role provisioning method) and we are ready to move to the next screen (via a mouse-click on the next button).

We may review all the details and verify the same. If all looks ok we might proceed with submitting the transaction. This is done by pressing the ‘Submit’ button on the top right-hand corner (which will now not be grayed out, in all of the previous screens you must have noticed the same was grayed out).

Once we click on the ‘Submit’ button we would receive one popup message window seeking confirmation whether we want to submit the transaction.

When we choose ‘Yes’ a confirmation message would be displayed.

This completes the Global Transfer process and we can confirm the same by doing a quick search for the person from the person management screen and this time we expect to have two Work Relationship records.

Well, we can only see one record here, the current one with the new details.

This raises a few questions and doubts about whether the transaction was successfully processed and few other questions, like:

What happened to the previous one?

Did any problem happen during Global Transfer?

We are sure that there were no problems with the Global Transfer, and if there had been one it would not have been visible on the UI, but it is right there.

Let us see if the previous record shows up if we go one day before (search on 08/13/2016)

It appears.

So what went wrong with the previous search? The answer is, “This screen only displays the active records as on a specific date”, but as previously mentioned a Global Transfer brings about a termination to the old record, and hence the same is not available when we search for the same on 08/14/2016.

We can confirm the same if we again try to search the record as on 08/14/16, but this time with a small difference, that is by selecting the checkbox for ‘Include Terminated Work Relationships’.

And Yippee! There it is. Both the records are available.
